Even though the brush engine isn't great, you can still paint in it just as well as any other program, and I think in general it's a pretty intuitive program to get used to. Photoshop doesn't have a great brush engine compared to some other options like Corel Painter and Paintstorm, but it has excellent manipulation tools which make correcting and adjusting paintings on the fly really easy to do. In my opinion it depends what kind of art you want to make, which program is best, but ultimately you can make good art in just about any program (even in GIMP, which what the fuck?). It's been a while since you asked this question and it looks like you're giving Krita a try which is all well and good.
